SKOPJE, Macedonia ? Muslim leaders in Macedonia appealed for calm on Monday among community members outraged over a carnival in which Orthodox Christian men mocked Muslims by dressing as Burqa-clad women.

The incident at the Jan. 13 Vevcani festival has prompted angry, sometimes violent demonstrations by Muslims, who make up 33 percent of the country's 2.1 million population and accuse the majority of stoking hatred against them.

On Saturday, some protesters attacked buses and defaced a Macedonian flag and replaced it with a green flag to represent Islam. On the same day, a church was attacked by unknown perpetrators in the nearby village of Labunista.

In a statement Monday, Macedonian Muslim leaders called for restraint but also accused the government of promoting Islamophobia.

"The behavior of Muslims should be restrained, but, unfortunately, we are concerned that Islamophobia in Macedonia is often combined with government propaganda," they said. "Such is the case with this carnival that the government annually subsidizes with...the money of all citizens, including Muslims."

The carnival, said to have been held for some 1,400 years, attracts thousands of visitors. Local resident traditionally wear elaborate, frequently sarcastic masks, with some of the most common costumes including devils and demons.

Muslims in Macedonia are almost all ethnic Albanians. Albanians, in Macedonia and elsewhere, have traditionally been secular, but conservative Islamic schools, especially Wahhabism, have taken a foothold in the years following a brief ethnic Albanian uprising in Macedonia in 2001. This spread has been mainly financed from Saudi Arabia.

BEIJING ? Militants apparently captured 29 Chinese workers after attacking a remote worksite in a volatile region of Sudan, and Sudanese forces were increasing security for Chinese projects and personnel there, China said Sunday.

China has close political and economic relations with Sudan, especially in the energy sector.

The Foreign Ministry in Beijing said the militants attacked Saturday and Sudanese forces launched a rescue mission Sunday in coordination with the Chinese embassy in Khartoum.

The Ministry's head of consular affairs met with the Sudanese ambassador in Beijing and "urged him to actively conduct rescue missions under the prerequisite of ensuring the safety of the Chinese personnel," the statement said.

In Khartoum, a Chinese embassy spokesman said the northern branch of the Sudan People's Liberation Movement announced that 29 Chinese workers had been captured in the attack. The spokesman, who asked not be identified, gave no other details and it wasn't clear if the militants had demanded conditions for their return.

Other details weren't given. The official Xinhua News Agency cited the state governor as saying the Sudan People's Liberation Movement attacked a road-building site in South Kordofan and seized the workers.

The Sudan People's Liberation Movement are a guerrilla force that has fought against Sudan's regime. Its members hail from a minority ethnic group now in control of much of South Sudan, which became the world's newest country only six months ago in a breakaway from Sudan.

Sudan has accused South Sudan of arming pro-South Sudan groups in South Kordofan. The government of South Sudan has called such accusations a smoke screen intended to justify a future invasion of the South.

China has sent large numbers of workers to potentially unstable regions such as Sudan and last year was forced to send ships and planes to help with the emergency evacuation of 30,000 of its citizens from the fighting in Libya.

China has consistently used its clout in diplomatic forums such as the United Nations to defend Sudan and its longtime leader Omar al-Bashir. In recent years, it has also sought to build good relations with leaders from the south, where most of Sudan's oil is located.

Chinese companies have also invested heavily in Sudanese oil production, along with companies India and elsewhere.

ScienceDaily (Jan. 29, 2012) ? A team of UCLA scientists has found that the pathogen that causes leprosy has a remarkable ability to avoid the human immune system by inhibiting the antimicrobial responses important to our defenses.

In one of the first laboratory studies of its kind, researchers discovered that the leprosy pathogen Mycobacterium leprae was able to reduce and evade immune activity that is dependent on vitamin D, a natural hormone that plays an essential role in the body's fight against infections.

The pathogen manipulated micro-RNAs, tiny molecules made of ribonucleic acids that carry information and that help regulate genes to direct cell activity, including immune system defenses. Micro-RNAs are short RNAs that do not code information for proteins, which carry out all cell activity; rather, they bind to the RNAs that do code for proteins and block them.

Published in the Jan. 29 online edition of the journal Nature Medicine, the findings demonstrate how an infectious disease pathogen like M. leprae can use micro-RNAs to impact the immune system's fight response.

"We may find that these tiny micro-RNAs can be exploited by pathogens to weaken our immune response," said the study's first author, Dr. Philip T. Liu, an assistant professor of medicine at the Orthopaedic Hospital Research Center and in the department of dermatology at the David Geffen School of Medicine at UCLA. "By better understanding how pathogens can escape our immune cells, we can design more effective therapies to boost our immune responses to these difficult to treat infections like leprosy."

Leprosy, one of the world's oldest known diseases, is a chronic infectious disease that affects the skin, the peripheral nerves, the upper respiratory tract and the eyes and can lead to disfigurement of the hands, face and feet. In 2008, approximately 249,000 new cases of leprosy were reported worldwide, according to the World Health Organization.

For the study, researchers compared the micro-RNAs in human skin lesions from two types of leprosy: tuberloid leprosy, a milder infection that is more easily contained, and lepromatous leprosy, which is more serious and causes widespread infection throughout the body.

In the lab, the scientists identified 13 micro-RNAs that differed between the two types of leprosy. The micro-RNAs that were found to be more common in lepromatous leprosy seemed to target the genes important for directing key immune system cells, including macrophages and T cells.

The team found that a particular micro-RNA, hsa-mir-21, inhibited the gene activity of the vitamin D-dependent immune pathway used to help fight infection. When researchers neutralized the activity of hsa-mir-21 in macrophages, the cells were able to kill the bacteria again.

"The leprosy pathogen was able to effectively evade the host's immune response by regulating critical immune system genes," said senior investigator Dr. Robert Modlin, UCLA's Klein Professor of Dermatology and chief of dermatology at the Geffen School of Medicine. "It's like having the enemy sending a decoy message to your combat troops and telling them to lower their weapons."

To test the significance of this micro-RNA with other infectious diseases, the researchers also introduced hsa-mir-21 to human macrophages that were then infected with tuberculosis in the lab. Researchers found that the micro-RNA similarly blocked the ability of the macrophages to kill the bacteria.

Researchers also demonstrated that immune activation of the leprosy-infected immune cells decreased the leprosy bacteria's viability four-fold -- but only when hsa-mir-21 activity was silenced. In fact, an over-expression of this micro-RNA blocked immune activity, resulting in a five-fold increase in bacterial viability.

"We were surprised at the devastating effects that even a single micro-RNA had on the ability of immune cells to fight the infections," Liu said.

In addition, the team showed that this micro-RNA was found in human immune cells only 18 hours after the onset of leprosy infection. The presence of the micro-RNA so early in the infection suggests it might play a role in actual disease development, the researchers said.

Further investigation of this single micro-RNA in leprosy may provide a framework for analyzing other micro-RNAs to help determine their cumulative role in regulating the immune response.

The micro-RNAs are small, and therefore it is possible to develop treatments which neutralize them, the researchers said.

"We may find that a combination of vitamin D supplementation with a genetically targeted therapy could provide an optimal treatment approach to leprosy and possibly other chronic infectious diseases," said Modlin, who also serves as vice chair for cutaneous medicine and dermatological research at UCLA and is a distinguished professor of medicine and of microbiology, immunology and molecular genetics.

"Vitamin D insufficiency has been associated with a number of infectious and autoimmune diseases, cardiovascular disease and cancers," Modlin added. "Our study indicates that micro-RNAs can alter human vitamin D responses and contribute to disease pathology."

Dr. Barry Bloom of Harvard University, who was not an author of this study but is part of the research team studying this field, agreed.

"Such a novel approach may be especially worth exploring in treatment of drug-resistant pathogens such as some forms of tuberculosis, where antimicrobial therapy is becoming increasingly problematic," Bloom said.

Bloom, the former dean of the faculty at Harvard's School of Public Health, is Harvard's Distinguished University Service Professor and the Jack and Joan Jacobson Professor of Public Health in the School of Public Health's department of immunology and infectious diseases and department of global health and population.

The study was funded by the National Institute of Allergy and Infectious Diseases and the National Institute of Arthritis, Skin and Musculoskeletal Diseases, both parts of the National Institutes of Health.

TEHRAN, Iran (AP) ? A U.N. nuclear team arrived in Tehran early Sunday for a mission expected to focus on Iran's alleged attempt to develop nuclear weapons.

The U.N. nuclear agency delegation includes two senior weapons experts ? Jacques Baute of France and Neville Whiting of South Africa ? suggesting that Iran may be prepared to address some issues related to the allegations.

The delegation from the International Atomic Energy Agency is led by Deputy Director General Herman Nackaerts, who is in charge of the Iran nuclear file. Also on the team is Rafael Grossi, IAEA chief Yukiya Amano's right-hand man.

In unusually blunt comments ahead of his arrival in Tehran, Nackaerts urged Iran to work with his mission on probing the allegations about Iran's alleged attempts to develop nuclear weapons, reflecting the importance the IAEA is attaching to the issue.

Tehran has refused to discuss the alleged weapons experiments for three years, saying they are based on "fabricated documents" provided by a "few arrogant countries" ? a phrase authorities in Iran often use to refer to the United States and its allies.

Ahead of his departure, Nackaerts told reporters at Vienna airport he hopes Iran "will engage with us on all concerns."

"So we're looking forward to the start of a dialogue," he said: "A dialogue that is overdue since very long."

In a sign of the difficulties the team faces and the tensions that surround Iran's disputed nuclear program, a dozen Iranian hard-liners carrying photos of slain nuclear expert Mostafa Ahmadi Roshan were waiting at Tehran's Imam Khomeini airport early Sunday to challenge the team upon arrival.

That prompted security officials to whisk the IAEA team away from the tarmac to avoid any confrontation with the hard-liners.

Iran's official IRNA news agency confirmed the team's arrival and said the IAEA experts are likely to visit the underground Fordo uranium enrichment site near the holy city of Qom, 80 miles (130 kilometers) south of the capital, Tehran.

During their three-day visit, the IAEA team will be looking for permission to talk to key Iranian scientists suspected of working on a weapons program, inspect documents related to such suspected work and secure commitments from Iranian authorities to allow future visits to sites linked to such allegations. But even a decision to enter a discussion over the allegations would be a major departure from Iran's frequent simple refusal to talk about them.

The United States and its allies want Iran to halt its enrichment of uranium, which they worry could eventually lead to weapons-grade material and the production of nuclear weapons. Iran says its program is for peaceful purposes, such as generating electricity and producing medical radioisotopes to treat cancer patients.

Iran has accused the IAEA in the past of security leaks that expose its scientists and their families to the threat of assassination by the U.S. and Israel.

Iranian state media say Roshan, a chemistry expert and director of the Natanz uranium enrichment facility in central Iran, was interviewed by IAEA inspectors before being killed in a brazen bomb attack in Tehran earlier this month.

Iranian media have urged the government to be vigil, saying some IAEA inspectors are "spies," reflecting the deep suspicion many in Iran have for the U.N. experts sent to inspect Iran's nuclear sites.

Although the wars are drawing down, the deployment schedules for our men and women in uniform aren?t easing up. Troops continue to meet multiple operational needs, such as theater security exercises with partner nations, Navy ship cruises and other training requirements.

Many military pet parents struggle with what to do with their forever friend when serving our nation away from home. It can be tough to stay focused on the mission at hand if family affairs aren?t in order.

Enter our partners in the nonprofit sector. For the past several years, many organizations have stepped up to the plate, providing foster pet services to our deploying troops.

?Military members have a hundred things to worry about when deployment or training comes up. The last thing they should have to worry about is the care of their pets while they?re away,? said Alisa Johnson, a Marine Corps officer and president of Dogs on Deployment, a nonprofit organization matching service members needing a foster pet family with volunteers who have agreed to take in their animals.

Alisa and her husband, Shawn, a Navy officer, observed the challenges military families face when it comes to pet care, which led to the creation of this service.

?We?re especially concerned with those military members that may live on one coast, while all their family lives on another, limiting those that they can rely on in their times of need,? Alisa said.

Since they launched the organization in June, more than 140 families have volunteered to be ?boarders? and 20 dogs have been placed in temporary foster care. ?

Along with national organizations helping troops ? including Dogs on Deployment and Guardian Angels for Soldier?s Pet ? many local animal shelters are answering the call of duty and creating programs in their communities to help deployed service members with pet care.

The Hawaiian Humane Society?s Pets of Patriots program provides pet care assistance to military personnel deploying on short notice due to war. Families living on Oahu can sign up to be foster parents, while military pet owners provide food and medical care while away from their duty station. The society assists with the written agreements, provides sample forms and helps find suitable volunteers.

Additionally, the San Diego County Humane Society offered a low-cost seminar in December for military families to provide information on pet resources for relocation and deployment.??

If you need a home for your pet while deployed, check with your local animal shelter to see if they might have a military pet outreach program, contact a national foster military pet organization or see if your command has a spouse communication network to seek temporary pet parents. The military in our own community can act as our second family, helping to provide resources for our furry friends.

The placenta is unique among organs?critical to human life yet fleeting. In its short time of duty, it serves as a vital protective barrier to the fetus. The organ?s blood vessels?which resemble tree roots in this image by Norman Barker, associate professor of pathology at the Johns Hopkins University School of Medicine?also deliver essential oxygen and nutrients from the mother to her developing baby. Still, the placenta has been vastly underappreciated. Scientists are taking a closer look and finding that it is much more than a simple conduit: it actively protects the fetus and shapes neurological development.

ROME (AP) -Juventus was somewhat of a surprise winner of the Italian league's symbolic winter title, and the team's supremacy will immediately be tested when it begins the second half of the season by hosting third-place Udinese on Saturday.

Juventus is unbeaten but holds only a one-point lead over defending champion AC Milan, with Udinese three points back and surging Inter Milan six points behind.

The winner of the winter title has gone on to win Serie A the past seven years, but the league hasn't been this competitive in years, and Juve hasn't really contended since before the 2006 Italian match-fixing scandal.

"The winter title has only symbolic value," Juventus coach Antonio Conte said. "Now we've got to be even better to repeat ourselves in the second half of the season. We need to be at 120 or 130 percent."

However, Juventus has three key players questionable with injuries. Forward Mirko Vucinic has an inflamed right knee and attacking midfielders Claudio Marchisio and Simone Pepe each have swollen ankles.

If those players are absent, starting positions could open up for 37-year-old Juventus captain Alessandro Del Piero and midfielder Emanuele Giaccherini, who both scored in a 3-0 win over 10-man Roma on Tuesday that put the Turin team into the Italian Cup semifinals.

For Del Piero, who has seen limited playing time lately, it was his first goal of the season.

"Del Piero is always a solution for me, never a problem," Conte said.

Newly signed forward Marco Borriello is another option in attack.

For Udinese, everything revolves around 34-year-old captain Antonio Di Natale, who has led the league in scoring the past two seasons with a combined 57 goals and again tops the chart this season with 14, lying level with Milan forward Zlatan Ibrahimovic.

During their first meeting before the holiday break, Juventus played to a 0-0 draw at Udinese, handing the small northeastern club its only blemish of an otherwise perfect record at home.

"We're going to have to run, run and run some more if we want another positive result, because that's what they do a lot of and they're organized in every area," Di Natale said.

Udinese is also missing a few key players, with Kwadwo Asamoah playing for Ghana at the African Cup of Nations and fellow midfielder Giampiero Pinzi out with a calf injury. Mauricio Isla, another midfielder, is questionable with a left thigh problem.

Still, having never finished higher than third, Udinese is clinging to its title aspirations.

"Dreaming doesn't cost anything, but it's going to be very difficult," Di Natale said.

Also this weekend, Milan hosts Cagliari and Inter visits Lecce.

Milan is singing the praises of Ibrahimovic after the Sweden striker scored twice in a 3-0 win over Novara last weekend, although the Rossoneri still seem interested in signing Carlos Tevez from Manchester City before next week's transfer deadline.

Inter's eight-match winning streak in all competitions was snapped with a 2-0 Italian Cup loss to Napoli on Wednesday, although Claudio Ranieri's squad has still won seven straight in the league.

In other matches, it's: Catania vs. Parma; Fiorentina vs. Siena; Cesena vs. Atalanta; Genoa vs. Napoli; Palermo vs. Novara; Roma vs. Bologna; and Chievo Verona vs. Lazio.

The Megaupload troubles make for interesting discussion because there is much to be said on both sides. Whether the illegal aspects of the network "outweigh" the legal aspects is a question that will be discussed for months and perhaps years. But one thing can't be disputed: after the two-year investigation by the FBI, the site's takedown was swift and perhaps over-thorough. Thousands and thousands of users who had legitimate and often critical files hosted on the site have been left behind, their legal files hosted on a simple file-hosting service. A coalition of Pirate Party organizations, led by Pirates of Catalonia, are planning to sue the FBI over what they say are "huge personal, economic and image damages to a vast number of people."

MINNEAPOLIS (Reuters) ? Minnesota officials on Thursday outlined plans to permit a hunting season for the gray wolf this year following its removal from federal endangered species protections, prompting opponents of the plan to consider a court challenge.

Minnesota is home to the largest population of gray wolves in the lower 48 states, about 2,900, and could become the first upper Midwest state to set a hunting season for the animals as they are stripped of federal protections.

Federal officials have withdrawn safeguards under the Endangered Species Act effective Friday, allowing states to decide whether or not to allow the gray wolf to be hunted.

There are about 4,000 gray wolves in Wisconsin, Minnesota, Michigan and adjacent states losing protections. Hunting seasons have not yet been proposed in Wisconsin or Michigan.

Federal court challenges brought by the Humane Society and other groups overturned de-listing bids by the fish and wildlife service in 2007 and 2009.

The Humane Society opposed the latest de-listing, opposes the hunting season and is considering another court challenge, Howard Goldman, the Minnesota state director of the Humane Society, said Thursday in a telephone interview.

"We are looking at the legal side and the biology," Goldman said. "We don't believe the wolf has recovered nationally. It only occupies 5 percent of its historic range."

Wolves were hunted to the edge of extinction nationwide, but populations have recovered to the point of conflict between ranchers, farmers and hunters who see them as a threat to livestock and big-game animals such as deer.

A separate population of about 1,200 wolves in Montana and Idaho were removed from the endangered species list last year under an unprecedented act of Congress.

There were fewer than 750 gray wolves in Minnesota in the 1950s. The population had grown to about 2,900 by the late 1990s, a level that has not changed significantly since, according to state natural resources department estimates.

Minnesota state officials plan to allow 400 gray wolves to be killed in a hunting season in late November and believe the population could sustain a higher quota. They discussed the plans with state lawmakers in committee hearings on Thursday.

NEW YORK (AP) ? AT&T Inc. is still the home of the iPhone. It activated 7.6 million of them in the latest quarter, accounting for one out of every five iPhones sold globally.

And AT&T remains heavily dependent on the iPhone to gain and keep customers, despite a vow by CEO Randall Stephenson a year ago to "very aggressively" market competing smartphones in 2011. That vow came in the wake AT&T's loss of an exclusive right to sell the iPhone in the U.S.

The iPhone accounted for about 80 percent of the smartphones AT&T activated in the fourth quarter of 2011, up from 70 percent just before Stephenson made his vow.

The figures are somewhat skewed because the fourth quarter of 2011 saw the launch of a new iPhone model, the iPhone 4S, whereas the fourth quarter of 2010 didn't. Looking at annual sales instead, there's a decline in the iPhone's percentage of AT&T smartphones ? to 69 percent last year, from 79 percent in 2010.

The Dallas-based company has also retained its position as the premier U.S. iPhone carrier, beating Verizon Wireless' 4.3 million iPhone activations handily.

AT&T's iPhone dependency comes at a heavy cost. The phone is more expensive than many other smartphones, and AT&T needs to subsidize each iPhone with hundreds of dollars to put it in customers' hands for as little as $1.

That, together with massive charges for adjustments in the value of the company's pension plans, the breakup of a deal to buy T-Mobile USA and a writedown of the value of its phone-directory business, forced AT&T to report a massive loss on Thursday of $6.68 billion, or $1.12 per share, for the fourth quarter.

It was the first quarterly loss for AT&T in three years. An adjustment of pension-plan obligations was also the main culprit behind the previous loss, in the fourth quarter of 2008.

Excluding charges, net income was 42 cents per share in the latest quarter, a penny shy of Wall Street expectations, according to a survey by FactSet.

The loss compares with net income of $1.09 billion, or 18 cents per share, in the same period a year earlier.

Revenue rose 3.6 percent to $32.5 billion, helped by the smartphone sales. Analysts were expecting revenue of $31.99 billion, on average.

AT&T also said it expects earnings per share to grow by a mid-single-digit percentage in 2012, a bit lower than analysts had expected.

In morning trading Thursday, shares of AT&T Inc. fell 63 cents, or 2 percent, to $29.59.

In a welcome move for investors, AT&T is shifting the cash it had hoped to buy T-Mobile with into stock buybacks, saying it will buy back 300 million shares, worth about $9 billion at current prices, into a program that will start immediately.

Most of the iPhone activations were upgrades for people who were already AT&T subscribers. The carrier gained a net 717,000 subscribers on contract plans in the quarter. That was the best result all year, but didn't match Verizon's 1.2 million. AT&T has been lagging Verizon in this important measure for more than a year.

WELLINGTON, New Zealand ? Two years ago, Megaupload founder Kim Dotcom joked in emails with his new neighbors in New Zealand about his bad-boy reputation before telling them his criminal past was behind him and he was coming to the country with good intentions.

"I am a former hacker" who was once convicted of insider trading, he wrote, before going on to say "In all seriousness: My wife, two kids and myself love New Zealand and 'We come in peace.'"

Dotcom's emails came to light Wednesday, the same day a New Zealand judge denied him bail following his arrest on U.S. accusations of copyright infringement and a U.S. official confirmed the arrest of a fifth member of his company.

Judge David McNaughton in Auckland denied Dotcom bail pending a hearing Feb. 22 on his possible extradition to face trial in the United States, saying Dotcom poses a flight risk. Dotcom, 38, insists he is innocent and poses no flight risk.

New Zealand police arrested three other Megaupload employees last week on U.S. accusations they facilitated millions of illegal downloads of films, music and other content, costing copyright holders at least $500 million in lost revenue. McNaughton is expected to make bail rulings on the three later this week or early next week.

In Washington, a U.S. Justice Department official said Dutch police have arrested a fifth suspect ? software programmer Andrus Nomm, 32, a citizen of Estonia and a resident of both Turkey and Estonia. The official spoke on condition of anonymity because the case is still pending.

In New Zealand, Dotcom's neighbor Kevin Crossley said Dotcom cut an imposing figure when he took a lease on the $24 million luxury mansion in their sleepy neighborhood of Coatesville, near Auckland. Crossley said he never met Dotcom, but he would see him zooming past in luxury cars when he went horse riding.

Dotcom sent emails to Crossley's wife France Komoroski and other neighbors, joking that "a criminal neighbor like me" could help them with insider stock tips and tax fraud. But then he turned serious.

"Fifteen years ago I was a hacker and 10 years ago I was convicted for insider trading," he wrote. "Hardly the kind of crimes you need to start a witch hunt for. Since then I have been a good boy, my criminal records have been cleared, and I created a successful Internet company that employs 100+ people."

Dotcom first developed a reputation as a computer hacker in his native Germany, where he was born Kim Schmitz.

Later, in 2002, he received a 20-month suspended sentence after being found guilty of manipulating stock prices to earn himself $1.1 million.

The flamboyant Dotcom also made headlines after the terrorist attacks of 9/11 when he offered a $10 million reward on his website for information leading to the capture of al-Qaida leader Osama bin Laden.

In New Zealand, Prime Minister John Key faced awkward questions Wednesday about how immigration officials could have granted Dotcom residency despite his prior convictions ? and then the government could later turn down his application to buy the Coatesville mansion due to questions over his character prompted by those same convictions.

Key said Dotcom had disclosed his convictions in his immigration application but that enough time had elapsed to give him a clean slate. Key acknowleged it seemed inconsistent that the test for buying land would be higher than the test for residency.

"What I've asked my officials to do, is to go away and have a look, because there's clearly a potential anomoly there," Key told reporters Wednesday.

In all, U.S. authorities have charged seven men in the conspiracy case and are still seeking the arrest of the remaining two men.

Authorities in the U.S. are seeking to extradite the four men arrested in New Zealand and are also expected to seek Nomm's extradition.

LONDON ? British lawmakers are considering whether they will need to abandon the House of Commons for the first time since World War II.

Legislators were meeting Monday to discuss if future maintenance work to the Palace of Westminster ? home to the Commons and the House of Lords ? would need the two chambers to briefly move out.

Between 1940 and 1941, both Houses of Parliament met in London's Church House, after bombs destroyed the Commons chamber and damaged the Lords.

Consideration of possible repairs follows the disclosure in October that Parliament's clock tower ? known as Big Ben ? is nearly 18 inches (nearly half a meter) out of line.

The palace, which was rebuilt in the mid-19th Century, is expected to need major repairs in the coming years.

After increasing pressure in recent days from his fellow candidates and the media, and in the wake of a stunning, last-minute collapse in the South Carolina primary last Saturday, Republican presidential candidate Mitt Romney announced that he would release his tax return information for 2010 and 2011 on Tuesday.

Tax issues can sometimes provide headaches for candidates running for high office. Let's take a look back at some tax-related issues from past candidates:

Geraldine Ferraro (vice presidential candidate, election of 1984) -- Ferraro, a relatively inexperienced representative from New York, was chosen as the first woman on a major-party presidential ticket by Democrat Walter Mondale right before the convention in the summer of 1984. The media swarmed around the ground-breaking candidate and, soon, the New York Times launched an investigation into the financial situation of both Ferraro and her husband, a real estate investor. Eventually Ferraro released several years of tax returns that led to a series of embarrassing revelations of underpaid taxes and illegal campaign loans among other things.

Dick Cheney (vice president candidate, election of 2000) -- By his own admission during his campaign on the ticket with George W. Bush in the 2000 election, Cheney made more than $20 million during the 1990s. His charitable contributions, on the other hand, amounted to only about one percent of his total income during that period. The media zeroed in on this fact and went on the attack. Cheney weathered the storm well, however, and made up for his previous lack generosity. In 2005, for example, Cheney and his wife Lynne donated over $6.8 million on total earnings of $8.8 million.

Sarah Palin (vice presidential candidate, election of 2008) -- The little-known governor from Alaska was chosen by Republican John McCain as his running-mate for the 2008 campaign. But when Palin released her tax information from 2006 and 2007 it was revealed that she had not reported income from per diem payments made to her by the State of Alaska while she was staying in her own home as governor. The state eventually ruled that she had to pay taxes on that income.

Joe Biden (vice presidential candidate, election of 2008) -- Soon after Biden was chosen to be Barack Obama's running-mate during the 2008 campaign he released several years of tax returns. As a career politician Biden is not ultra-rich, but embarrassment ensued when his 1999 return revealed that he and his wife Jill had given a paltry $120 in charitable donations on an income of over $210,000.

1. Don?t underestimate a business plan.

If you?re not seeking outside funding at the start, it?s tempting to forgo writing out a formal business plan. However, taking the time to write out your business plan, forecasts and marketing strategy is a particularly effective way to hone your vision. All planning should center around two essential questions: How is my business serving a particular need or pain point, and does this represent a major market opportunity?

GIGLIO, Italy (Reuters) ? The captain of the cruise ship Costa Concordia, which struck a rock and capsized off Italy, told magistrates he informed the ship's owners of the accident immediately, denying he delayed raising the alarm, judicial sources said Saturday.

Captain Francesco Schettino has been blamed for causing the January 13 accident in which at least 12 people died. He is under house arrest, accused of multiple manslaughter, causing a shipwreck and abandoning ship before all passengers were evacuated.

His statements to prosecutors investigating the disaster, reported in the Italian press and confirmed by judicial sources, underline the growing battle between him and the 114,500-tonne vessel's operator, Costa Cruises.

The liner, carrying more than 4,200 passengers and crew, ran aground and capsized off the Tuscan island of Giglio as dinner was being served. It is now precariously lying on its side on an undersea ledge, half-submerged and threatening to slide into deeper waters.

Diving crews recovered the body of a woman aboard the ship Saturday, bringing the death toll to at least 12. Twenty people are unaccounted for and hopes of finding anyone alive have all but gone.

Prosecutors say Schettino steered the vessel within 150 meters of Giglio island to perform a maneuver known as a "salute" - a greeting to the islanders. He has admitted that the boat came too close to shore but has denied bearing sole responsibility, saying other factors may have been involved.

According to transcripts of his questioning by prosecutors leaked to Italian media, he said that immediately after hitting the rock he sent two of his officers to the engine room to check on the state of the vessel.

As soon as he realized the scale of the damage, he called Roberto Ferrarini, marine operations director for Costa Cruises.

"I told him: I've got myself into a mess, there was contact with the seabed. I am telling you the truth, we passed under Giglio and there was an impact," Schettino said.

"I can't remember how many times I called him in the following hour and 15 minutes. In any case, I am certain that I informed Ferrarini about everything in real time," he said, adding he had asked the company to send tug boats and helicopters.

Costa Cruises Chief Executive Pier Luigi Foschi says Schettino delayed issuing the SOS and evacuation orders and gave false information to the company headquarters.

"Personally, I think he wasn't honest with us," Foschi told Corriere della Sera Friday. He said the first phone conversation between Schettino and Ferrarini took place 20 minutes after the ship hit the rock.

"That is too late," he said, adding the company had only realized the scale of the disaster when the evacuation order was issued, something prosecutors say happened more than one hour after the first conversation between Schettino and Ferrarini.

Costa, a unit of Carnival Corp, has suspended Schettino and declared itself an injured party in the case.

Documents from his hearing with a judge say he had shown "incredible carelessness" and a "total inability to manage the successive phases of the emergency."

Taped conversations reveal the ship's bridge told coast guards alerted by passengers the vessel had only suffered a black-out even after those on board had donned life vests.

SEARCH RESUMES

Emergency workers resumed their search Saturday, blasting holes into the hulk of the ship. The rescue was suspended on Friday when the wreck shifted on the rocks, complicating the work of divers who are already hampered by poor visibility, floating objects and underwater debris.

"The movement of the ship is very dangerous," said a coast guard official. "There are big risks, but we all looked each other in the eyes and told each other it was worth it to give the families some solace."

The movement was only few millimeters an hour, but it raised fears the ship would slip into deeper waters, undermining plans to pump some 2,400 tons of fuel out of its tanks.

"The ship is moving," said Nicola Castagli, professor of earth sciences at Florence university, in charge of monitoring the movement of the ship. "It's a massive object that's resting on its side where there are currents, waves, and on a slope."

Franco Gabrielli, head of the Civil Protection Authority, said it was important to start recovering the thick fuel oil and diesel trapped on board as soon as possible.

"Our aim is to find the missing, to give certainty about the fate of these people, but it is also a priority to avert an environmental disaster," he said.

"Contamination of the environment has already occurred, think about the oils, the solvents, the detergents, everything that a city of 4,000 people needs."

SMIT, the Dutch company hired to salvage the fuel, said it was ready to begin extraction operations and was awaiting orders from authorities.

IBM just released fourth quarter and fiscal year 2011 earnings today. Non-GAAP earnings came in at $4.71, up 11 percent; GAAP earnings per share were $4.62 per share (up 11 percent) for the quarter. Net income for the quarter was $5.5 billion, up 4 percent for the quarter, with revenue coming in at $29.5 billion, up 2 percent from the previous year. Analysts expected earnings of $4.62 a share on revenue of $29.7 billion. So basically, sales missed but profits beat expectations. Revenues from the Software segment were $7.6 billion, an increase of 9 percent. But revenues from IBM's hardware systems and technology segment totaled $5.8 billion for the quarter, down 8 percent from the fourth quarter of 2010.

Nintendo-3DS

The dawn of a new year means 365 days of new gaming action to look forward to, and the pressure?s really on for Nintendo in 2012. Not only is the company launching its new Wii U console at the end of the year; there?s also a need to keep pushing with the 3DS, which suffered at launch a year ago due to a high price tag and a generally weak launch lineup. Some real gems have emerged since then, particularly on the first-party side of things. Super Mario Land 3D continues to be the best reason to own the system.

With Sony bringing the PlayStation Vita and its console-quality portable gaming to the masses in North America on February 22, the 3DS will be facing some stiff competition this year. There?s hope though. At least a few big-ticket games are fully confirmed and presumably arriving on schedule, which means that there?s some quality 3DS content to look forward to this year. Then there are others that aren?t so confirmed, but we?re all wishing and hoping that they firm up soon. Here are some of our most-anticipated from both sides of the fence?

The Binding of Isaac

To be fair, The Binding of Isaac is technically unconfirmed as a 3DS release. The hope is that Nintendo sees it being mentioned in lists like this and carries forward with approving the game for release on its portable platform. Edmund McMillen?s currently PC-only Roguelike (with shades of The Legend of Zelda) has been submitted to the handheld-maker for release approval. The hope is that it comes soon and that the port is ready for a fall release. McMillen is on record as a big Nintendo supporter, and hopes are high that this 3DS release will eventually happen.

Crush 3D

It?s kind of crazy to think that this 2007 PlayStation Portable puzzler is such a highly anticipated 3DS release, and yet here we are. Sega?s underrated puzzle-platformer was great on the PSP and it should really shine with the 3DS. The object of the game is to navigate through a series of environments by jumping between 2D and 3D layouts to play with perspective and bridge otherwise inaccessible locations. Crush 3D is already available in Europe and it?s coming to the U.S. soon, on March 6.

The hero of the NES classic Kid Icarus hasn?t been seen much since that original game and its Game Boy sequel; only the odd cameo and all-star lineup appearances. Uprising is the first new Kid Icarus game since the early ?90s, and it sports a fresh new 3D look and approach to gameplay, complete with online multiplayer. Look for it in North America on March 23.

Kingdom Hearts 3D: Dream Drop Distance

The next Kingdom Hearts release puts players in control of two of the series? past protagonists: Sora and Riku. The story follows them as they visit and awaken a series of worlds as part of their Mark of Mastery Exam, the completion of which will mark them as Keyblade Masters. Early gameplay videos have shown the same sort of action-RPG play that fans of the series have come to expect. Dream Drop Distance arrives in Japan in March, and it?s confirmed as a North America release for sometime later this year.

Luigi?s Mansion 2

Nintendo revealed Luigi?s Mansion 2 at E3 last year. The sequel to the cult favorite GameCube launch title, the game casts Mario?s green-clad brother as a ghostbusting do-gooder armed with a spirit-sucking vacuum cleaner. The new game will see Luigi exploring multiple mansions (instead of the previous game?s one). It is also expected that the sequel will have more of a puzzle focus, one that likely takes good advantage of the 3DS?s unique display capabilities. There?s no release date set for this one yet; all we know is that it?s coming in 2012. Halloween, or thereabouts, seems like a safe bet.

Metal Gear Solid: Snake Eater 3D

Metal Gear Solid: Snake Eater 3D is a portable remake of the Metal Gear Solid 3: Snake Eater console game. It?s a prequel to the events of all other MGS games, putting players in the shoes of Big Boss back when he was just plain old Naked Snake. Portable isn?t an ideal format for this style of Metal Gear game, but that doesn?t matter to fans like me who are screaming for some quality stealth action on the go. The remake will add touch screen inventory access and gyroscope controls, and it?s coming to North America on February 21.

Monster Hunter 4

Nintendo revealed last year that Capcom is prepping a 3DS release of Monster Hunter 4. The series is HUGE in Japan, and it?s also big with discerning action-RPG fans who prefer a portable game that breaks hundreds of hours worth of play into bite-sized, minutes-long sections. The trailer reveal at TGS last year showed some gorgeous 3DS visuals in action, giving fans plenty to look forward to. It may be a little optimistic to put this down as a hoped-for 2012 release, but we?re a hopeful bunch here at Digital Trends.

Myst

Some of you might take issue with the selection of a vintage PC game for this ?most anticipated in 2012? list. I mean, let?s face it: Myst was new when CD-ROMs were still a freshly released technology. The game has been ported to any number of platforms, including the Nintendo DS. Whether you?ve played it with every new port or never touched it before, the game remains one of the most clever and challenging puzzle-based adventure games that?s ever been released. Don?t expect the 3DS version to change things up TOO much, though fans can expect to explore the newly added RIME Age. Myst comes to the 3DS on March 27.

Paper Mario

I?m not sure how many are convinced that Paper Mario really will be coming to 3DS this year, but it would be a smart move on Nintendo?s part to make that happen. Fans want to play this game, and badly. We don?t know a whole lot yet. Turn-based combat will make a return, and it will of course take advantage of the 3DS touchscreen. A 2012 release is expected, which means that we?ll very likely be hearing more soon, as the year?s trade shows start to ramp up.

Professor Layton Vs. Ace Attorney

This is one of those mysterious ?2012 release? titles that doesn?t have a proper date yet, but it?s such a cool mash-up that I couldn?t possibly ignore it. The 3DS will ALSO be seeing a new Layton game, Professor Layton and the Mask of Miracle, but it can?t compete with an adventure pitting gaming?s premiere lawyer versus gaming?s premiere? uhh? logic puzzle-solver. As you would probably expect from a mash-up like this, the game will feature of mix of the Layton puzzle-solving and Ace Attorney trial investigations. Expect plenty of colorful, anime-style weirdness.

Resident Evil: Revelations

Last year?s Resident Evil: Mercenaries offered some fun, arcade-style action, but Resident Evil: Revelations is the narrative-driven survival-horror-style adventure that fans of the series have been waiting for. The story follows Chris Redfield and Jill Valentine in a story set between the events of RE4 and RE5. Revelations is coming very soon too; the game arrives in North America on February 7! Are you ready for more zombie-fueled mayhem?!

Theatrhythm: Final Fantasy

Theatrhythm Final Fantasy is yet another Japan-only 3DS release for now, with a February 16 release date. It?s a popular series here in the West though, and Square Enix would do well to release it. Also, it?s important to note that Theatrhythm is a FINAL FANTASY RHYTHM GAME. The story is built from the same Chaos/Cosmos conflict used in the Dissidia fighting games, which allows it to spread across the entire history of the series. Expect to encounter plenty of familiar characters, locations and music as you play. Now, how about that U.S. release confirmation? Eh, Square Enix?
