U.S. economy finds momentum in second quarter, eyes further gains

WASHINGTON (Reuters) - U.S. economic growth unexpectedly accelerated in the second quarter, laying a firmer foundation for the rest of the year that could bring the Federal Reserve a step closer to cutting back its monetary stimulus.

Gross domestic product grew at a 1.7 percent annual rate, the Commerce Department said on Wednesday, stepping up from the first quarter's downwardly revised 1.1 percent expansion pace.

The economic picture was further brightened by the ADP National Employment Report, which showed private employers added 200,000 jobs in July, maintaining June's pace. It offered hope the government's comprehensive employment report on Friday could show a recent run of fairly strong job gains extended to July.

"The economy is improving and the ADP report is emblematic of a pattern of growth that will continue to tilt to the upside," said Eric Green, chief economist at TD Securities in New York. "That is enough for the Fed to taper in September."

Economists polled by Reuters had forecast the economy growing at a 1.0 percent pace after a previously reported 1.8 percent advance in the first three months of the year.

The surprisingly better GDP report buoyed U.S. stocks and lifted the dollar against a basket of currencies. Investors sold U.S. Treasury debt, with the price on the 30-year government bond falling a full point at one stage.

Rebounds in business spending and export growth, and a sharp moderation in the pace of decline in government outlays boosted economic growth in the April-June period, offsetting cooler consumer spending and a steady rate of inventory accumulation.

Still, the report marked a third straight quarter of GDP growth below 2 percent, a pace that normally would be too soft to bring down unemployment. But growth was poised to gain even more momentum in the second half of the year as the fiscal burden brought on by belt-tightening in Washington eases.

Federal Reserve officials, wrestling with a decision on the future of their $85 billion per month bond-buying program, will likely draw comfort from the pick-up in output last quarter. They wind up a two-day meeting later on Wednesday.

Fed Chairman Ben Bernanke said last month that the central bank would probably start curtailing the bond purchases later this year with an eye toward bringing them to a complete halt by the middle of 2014, if the economy progressed as expected.

REVISIONS GIVE ECONOMY A GLOW

Revisions to earlier GDP data released along with the report on Wednesday cast the economy in a better light than previously, and contributed to the report's solid tenor.

The government implemented a number of changes in how it calculates GDP. For example, research and development spending will now be treated as investment, and defined benefit pension plans will be measured on an accrual basis, rather than as cash.

The revisions showed the economy grew 2.8 percent last year, 0.6 percentage point faster than previously estimated.

They also yielded a higher rate of savings, a good omen for future consumer spending.

Still, higher taxes, as Washington tries to shrink the government's budget deficit, constrained consumer spending in the second quarter. Consumer spending, which accounts for more than two-thirds of U.S. economic activity, slowed to a 1.8 percent growth pace after rising at a 2.3 percent rate in the first quarter.

The slow pace of consumption kept a lid on inflation pressures, with a price index in the report holding steady in the second quarter. Excluding food and energy, prices rose at a subdued 0.8 percent pace. Both measures were the weakest since the first quarter of 2009.

Tepid domestic demand also led businesses to keep close watch on their inventories. Inventory accumulation added 0.41 percentage point to growth, less than half its contribution in the prior quarter.

But higher savings and a firming labor market should help to spur consumer spending and encourage businesses to continue a steady pace of restocking.

"We remain confident that the economy will expand much faster in the second half of the year as the drag from fiscal tightening continues to fade," said Harm Bandholz, chief U.S. economist at UniCredit Research in New York.

"The most important support factor will remain the improving labor market, which already in the past has allowed consumer spending to weather most of the fiscal drag."

Private employers added 200,000 jobs in July after hiring 198,000 in June, the ADP report showed. The figure was in line with the pace of job growth seen since the start of the year.

Exports rebounded in the second quarter, showing the largest percentage gain since the third quarter of 2011, even as demand weakened in Europe and China.

But the increase was insufficient to offset strong import growth, leaving a trade deficit that weighed on GDP.

There was good news from the housing sector, with spending on residential construction rising at a double-digit rate. Housing, which triggered the 2007-09 recession, is growing strongly, helping to keep the economic recovery anchored.

However, a rise in mortgage rates on the back of growing expectations of a reduction in the Fed's bond purchases has cooled the appetite of some potential buyers.

Business spending reversed the prior quarter's decline, and while government spending contracted for a third straight quarter, the pace of the decline slowed sharply as state and local government spending rebounded.

Nationwide child sex trafficking operation nets one ... - Crime Blog

A nationwide federal crackdown on underage prostitution has resulted in the arrest of a pimp and the rescue of a child in Dallas.

During Operation Cross Country VII, the FBI and local police arrested 150 pimps and saved 105 children during the past three days, federal authorities said.

Arrests during the child sex trafficking operation were made in 76 cities across the U.S.

The name of the defendant arrested in Dallas was not released.

Authorities arrested 18 pimps in Detroit, the most during the crackdown, according to the FBI. San Francisco had 17 arrests, followed by 13 in Oklahoma City.

The National Center for Missing and Exploited Children took part in the operation, which is part of the Innocence Lost National Initiative that the FBI created in 2003 to address child prostitution.

The effort has so far resulted in removing 2,700 children from the streets and convictions against 1,350 people, the FBI said. Some have received lengthy sentences, including 10 life terms.

Authorities have seized more than $3.1 million in assets from criminals.

Many of the cases began with local prostitution investigations targeting truck stops, casinos and websites that advertise dating or escort services.

?Information gleaned from those arrested frequently uncovers organized efforts to prostitute women and children across many states,? the FBI said.

Ron Hosko, assistant director of the FBI?s Criminal Investigative Division, said child prostitution is a persistent threat to children in America.

?This operation serves as a reminder that these abhorrent crimes can happen anywhere,? he said.

German consumer confidence heads higher

BERLIN (AP) ? A survey has found that German consumer confidence is continuing to rise on the back of a strong labor market and the prospect of more robust economic growth.

The GfK research institute said Tuesday that its forward-looking consumer climate index rose to 7 points for August from 6.8 in July. That's the highest level since September 2007.

GfK said "the continued stability of employment prospects and a moderate rate of inflation caused optimism to rise."

Recent economic data have bolstered expectations that the German economy, Europe's biggest, is on track to rebound from a lackluster performance over the winter.

Germany's unemployment rate was 6.6 percent in June, which contrasts sharply with other countries that use the euro, such as Greece and Spain, where the jobless rate is over 25 percent.

In cash-strapped Detroit, few question sports arena funding

DETROIT (Reuters) - While Detroit has become a top emblem of U.S. urban economic decline with its recent bankruptcy filing, it remains a resilient and vibrant sports town.

Major League Baseball's Tigers and the National Football League's Lions, like teams in other U.S. cities, have obtained public financing for new arenas, despite questions about their promised economic windfalls.

The Tigers' home stadium Comerica Park, which opened in 2000, was built at a cost of $300 million, 38 percent of which was publicly financed. Tigers owner Mike Ilitch, who also owns the Red Wings, paid $185 million. Indian casino revenue and a voter-approved 2 percent rental car tax and 1 percent hotel tax paid the public's share, according to the National Sports Law Institute at Marquette University.

Ford Field, the Lions' domed stadium, was built next door to Comerica and opened in 2002 at a cost of $430 million, 36 percent of which was publicly financed by the same Wayne County tourist tax and payments from the city of Detroit, the state of Michigan, and the quasi-public Downtown Development Authority. The Lions, owned by Henry Ford's grandson William Clay Ford Sr., paid $70 million. There were also $50 million in other corporate contributions, the institute said.

And while area bars and restaurants are typically packed on game days, the neighborhood is a ghost town when neither team is playing. After the games, most fans go straight back to their homes in the suburbs.

Sports economist Andrew Zimbalist, a professor at Smith College, compared the economic impact of a new stadium to that of a large grocery store or department store.

"As a general matter, stadiums and arenas basically reallocate geographically spending within a metropolitan area," he said, adding that most of the money spent at sporting events goes to cover team costs like payroll. The Tigers, for instance, have the fifth-highest payroll in baseball, paying their players a combined $148 million.

Still, a state board recently approved issuing bonds to help pay for a new arena for the Red Wings at the heart of a proposed 45-block entertainment district just north of downtown.

The total project is slated to cost $650 million. About 44 percent of the project would be financed through public sources. Most of the public money will come through state property tax abatements on the now mostly vacant land where the arena will be built.

Despite such questionable economics, the project faced only modest local opposition.

Gretchen Whitmer, the Democratic leader in the Michigan State Senate, said the state would be better off investing money in areas like public safety or schools.

"I think the best investment we can make as a state is to ensure that we have good schools, that we have public safety that will show up in a time of crisis, those are the types of things that really draw residents into the city of Detroit and I would say that's the best type of investment we can make as a state if we want to get people living in the city," Whitmer said.

Nonetheless, some still contend the costs are worth it for what a new stadium contributes to a city's psyche.

"You can show me a spreadsheet, and I'll still trump you because it's the psychic benefit of having a sports club," sports historian John Thorn said. "It separates a city from thinking of itself as big league or thinking of itself as bush league."

Immigration Reform News 2013: New Poll Shows Latino Vote In Battleground States Could Make Or Break GOP Success In 2014 Midterm Elections

This week a poll?was released by Latino Decisions and America's Voice that sought to examine how immigration reform and the methods by which Democrat and Republican Members of the House handle it could impact the outcome of specific key 2014 races.

Participants in the survey included 800 Latino voters in 24 Republican-held battleground districts.

According to the polling numbers, immigration is clearly an important issue that Latino voters want President Obama and Congress to address. Of those polled, 59 percent believe immigration is one of the most important issues among the Latino community. Three-quarters of voters said they feel it's extremely important or very important for Congress and the president to address reform this year.

In these battleground districts, 86 percent of midterm voters and 80 percent of Latinos overall are watching the immigration debate closely through news reports and other means. In these districts, 50 percent of voters said they approve of the job Democrats in Congress are doing dealing with immigration reform, while only 22 percent approve of Republican handling of the issue.

When told to consider the elections for U.S. Congress in November of 2014, and asked whether they would be more likely to support the Democratic or Republican candidate, 61 percent said they would vote Democrat compared to just 19 percent who would go Republican. The remaining voters said they were undecided.

"I think the message for Republicans is very clear: half-hearted measures are not going to solve the electoral problem that they face. There's a press meme that's circulating that says that the Latino vote is a concern for presidential elections but most House members shouldn't have anything to worry about, and that's clearly not the case," said Gary Segura, Principal at Latino Decisions.

"In these 24 House districts, which are competitive, where the Latino populations are growing, where the margins of victory are small, there is in fact a potential loss for Republicans at the House level if they fail to act."

However, according to the polling statistics, Latino voters are likely to give Republicans a second chance if they stop with the excuses and stalling and finally schedule a vote on comprehensive immigration reform.

Among the Latino voters in the battleground districts, 62 percent have voted Republican at some point in their lives.

Half of those polled said they would be more likely to support a GOP House candidate in their district if they were to take a leadership role in passing immigration reform, even if they disagree on other issues.

Additionally, 67 percent would feel more favorable towards Republicans in Congress if House Speaker John Boehner allows a bipartisan vote on immigration reform.

Polling results show that these Latino voters don't want to settle on anything less than a full path to citizenship.

Over three-quarters say that they support an immigration plan that combines border security, verification of workers' status by employers and a pathway to citizenship for undocumented immigrants. In terms of the border-first concept, however, two-thirds feel that it's just an excuse to block a path to citizenship rather than a legitimate concern.

In terms of legal status vs. citizenship, 79 percent of voters said they support a full pathway to citizenship compared to the 12 percent who prefer legal status without citizenship.

The poll also points out that half-measures just aren't acceptable. Over two-thirds of the respondents say that pushing a bill like the KIDS Act without addressing the status of other undocumented immigrants makes them less likely to support Republicans.

"Latino voters in battleground districts across the country are watching to see how Republicans handle this debate. They want immigration reform for the 11 million and nothing less," said Frank Sharry, Executive Director for America's Voice. "This is a critical moment for the GOP. They can either take this opportunity to make inroads with the fastest growing demographic in the country, or fall back on excuses and half-measures that do nothing but reinforce their current tarnished brand."

Players are expected to call penalties on themselves, even if no one is looking.

That's why it's fitting that Hunter Mahan ? who was leading the RBC Canadian Open after two rounds ?? withdrew to attend the birth of his daughter. Mahan did the right thing ? for himself, for golf, and for fathers everywhere.

That's not to say that it was an easy decision. Mahan hasn't won a PGA tournament this year. He finished in the top 10 in two recent big tournaments ? the US Open and the British Open Championship. Going into Saturday's third round, he was leading by two shots. And if he had won, Mahan would have pocketed a $1,008,000 winner's check.

How many new dad's would walk away from a $1 million pay day?

The baby wasn't due for a few weeks. But then his phone rang Saturday morning, while he was warming up on the practice range. His wife was in labor, her water had broken. He didn't hesitate. He politely left the tournament.

?I received exciting news a short time ago that my wife Kandi has gone into labor with our first child,? said Mahan. ?As a result, I have withdrawn from the RBC Canadian Open to return to Dallas. I would like to extend my very sincere gratitude and appreciation to RBC and the RBC Canadian Open.

"Kandi and I are thrilled about this addition to the Mahan family and we look forward to returning to the RBC Canadian Open in the coming years.?

Mahan is not the first golfer to face the challenge of fatherhood vs. work. As Yahoo Sports writer Jay Busbee wrote: "Back in 1999, Phil Mickelson famously wore a beeper during the U.S. Open. His daughter was born the day after Mickelson lost to Payne Stewart. More recently, Ross Fisher vowed to walk off the course at the 2009 British Open no matter what if he heard his wife was going into labor; he was just one stroke behind leader Tom Watson at the time."

And last fall, Chicago Bears cornerback Charles Tillman caused a stir when he suggested that the birth of his child would take precedent over showing up for his job. It sparked conversations on talk radio and in social media about work and family priorities. Tillman said:

"[Football will] always be second or third in my life. That was a great lesson learned, to teach me that family ? when I?m done playing football ? my family will always be there for me.?

As The Christian Science Monitor reported at the time, "Tillman's announcement drew criticism from some sports columnists and fans. Sport radio talk show starkly framed the question: "If you only work 16 days a year, should you miss one for the birth of your child?"

Tillman's daughter was eventually born on a Monday, saving the NFL player and fans from any further controversy.

But Mahan's daughter Zoe arrived on a work day. As a father, it's unlikely Mahan will regret the decision to leave the golf tournament. And there are probably more than a few dads ? who missed the birth of their first child ? who would now gladly give a $1 million to be there.

Got Hypocrisy? Peter Johnson Jr. Holds Anthony Weiner To Standards Not Applied To GOP Bad Boys

Ya gotta love it. Knight of Malta, Cardinal Dolan gumba, Roger Ailes' Consigliore, and Fox News host Peter Johnson Jr. (Per Colbert, a name that's three euphemisms for penis) is having a fit of the vapors about Anthony Weiner and wants more Democrats to urge him to quit the mayoral race. Yet, as far as I know, Johnson didn't have the same reaction to Republicans who got caught doing more than just sending pictures of their junk. I don't recall Johnson being outraged about the congressional candidacy of Mark Sanford who, when he was the SC governor, lied about being on a hike when, at taxpayer expense, he was visiting his Argentinean mistress. I don't think Johnson had a problem when David Vitter, after having been exposed as the diaper clad client of a Washington DC prostitute, ran for re-election to the US Senate. I don't remember if Johnson exhorted Republicans to urge these fine fellows to get out of their races. Oh, right, the two aforementioned politicians are conservative, Christian, pro-life, family values Republican men who were saved by Jesus. Right...

On yesterday's Fox & Friends, the Weiner bashing segment began with video of Weiner speaking about how he's going forward with his campaign. While other networks had some polling data from after Weiner's presser, which showed a steep decline in his numbers, the Fox & Friends data was older and showed Weiner in the lead - a fact that elicited a "wow" from Brain Brian Kilmeade who asked why more Democrats aren't calling for him to quit. He asked Johnson if he was surprised that there isn't more outrage. Johnson, who noted that he is supporting the candidacy of Bill Thompson, said that he wasn't surprised.

Johnson pontificated: "It's not private conduct, it's public conduct. We know what politicians do in public they get up and make pronouncements and give speeches. What we should be concerned about is what they're doing in private." He spoke about how mayors need to make important decisions. After asking "is that person worthy of our trust" because Weiner has become a joke, he said, the answer is "absolutely not."

Brain Kilmeade could barely contain his anger as he snarled "what does it say about New York" if the present Weiner polls stay in place. Johnson described politics as a "craven sport" in which leaders "are more concerned about winning elections than setting a tone for the electorate and the public. Johnson seemed to almost take pleasure in citing Weiner's "infidelity" and "perverted behavior." He then said - wait for it- "If you can't be loyal to the person that you pledge your entire life to, how can you be loyal to a principal, or oath of office, or to an anonymous public who are pulling the levers to elect you." He described it as a "sick, diabolical situation."

So did Johnson hold Sanford and Vitter to the same "loyalty" standards? And if not, is this a classic case of different strokes for different folks. (Pun intended!) I report, you decide.

'Law & Order' star Dennis Farina dead at 69

Dennis Farina has died at age 69.

Actor Dennis Farina, the Chicago cop turned actor who played Det. Joe Fontana on TV's "Law & Order" and also starred in numerous movies, died Monday at age 69, his publicist tells NBC News. The cause of death was a blood clot in his lung, she said.

"We are deeply saddened by the loss of a great actor and a wonderful man," publicist Lori De Waal said in a statement. "Dennis Farina was always warm-hearted and professional, with a great sense of humor and passion for his profession. He will be greatly missed by his family, friends, and colleagues. We hope that he finds a new life where great roles are plentiful and the Cubs are always winning the pennant."

Farina died in Scottsdale, Ariz., and his girlfriend of 35 years, Marianne Cahill, was with him, his publicist says.

Before becoming an actor, Farina worked as a Chicago police officer for nearly 20 years. He was serving as a police consultant to movie director Michael Mann on the 1981 film "Thief" when Mann gave him a small role, which led to a rich acting career in which he mostly played policemen or mobsters.

In 2004 when Farina joined the uber-successful crime drama "Law & Order," he told TODAY's Katie Couric that he enjoyed the stylish detective he played. "I hope he's never defined, really, to tell you the truth," Farina told Couric. "It's fun finding out myself what he's gonna do next or what characteristics he might have."

Recently, he starred in the HBO horse-racing series "Luck," and produced and starred in "The Last Rites of Joe May," an independent film. Farina also had a recurring role on Fox's "New Girl." He also starred in HBO's Golden Globe-winning miniseries, "Empire Falls," and is remembered fondly for his role on the short-lived "Crime Story."

His movie resume included "Get Shorty," "Saving Private Ryan," "Snatch" and "Midnight Run." He won an American Comedy Award for his "Get Shorty" role.

His love for his Chicago hometown never left him, and he remained a frequent face in Chicago theater. When he landed his "Law & Order" role, he cracked, "The only downside is that I won't see enough Cubs and Bears games."

And in a 1998 interview with the Chicago Sun-Times, Farina said that Chicagoans are even more loyal to their hometown than New Yorkers.

"You know the first thing a Chicagoan tells you is, `I?m from Chicago!?" he said. "And then the questions come if they discover you?re one, too. `What parish are you from? What ward are you from? Who?s your alderman??"

Fans remembered Farina on Twitter, and were quick to acknowledge that his pre-acting career endeared him to them. "The Dennis Farina news bums me out," wrote Zack Stentz. "He was a wonderful throwback to an earlier generation of actors who lived real lives before they acted."

"What a fun, colorful, likable actor he was," wrote movie critic Scott Weinberg. "I think 'Midnight Run' was his best. A lot to choose from. RIP Dennis Farina."

And film producer Brian Udovich said Farina had "the greatest Chicago accent in cinema history."

In addition to his girlfriend, Farina is survived by three children and six grandchildren.
